Description

The Dataflow ITs fails with a class version mismatch. I believe the Dataflow v1 container that is being tested was built with the wrong JDK version.

Example Failure:

java.lang.RuntimeException: java.lang.RuntimeException: org.apache.beam.sdk.util.UserCodeException: java.lang.UnsupportedClassVersionError: org/apache/commons/logging/LogFactory has been compiled by a more recent version of the Java Runtime (class file version 55.0), this version of the Java Runtime only recognizes class file versions up to 52.0
