camel-core - Events for CamelContextInitializingEvent and CamelContextInitializedEvent should emit eager

These 2 events are emitted soo early during bootstrap that we should allow these to propagate despite the event notifier may not be fully started this early.

You can also say false to accept the event in the isEnabled method
