CircleCI MIDRES might be missing some changes in 3.11

    Description

      I've noticed that when we run .circleci/generate.sh in 3.11 the file config.yml.MIDRES is modified, when I'd say it shouldn't be changed. If I'm right running that script should be noop when there hasn't been changes in config-2_1.yml, and indeed the file isn't modified in the other branches.

      Not sure yet, but I think that this might be the result of not having generated a new config.yml.MIDRES with the script when merging 3.0 into 3.11 during CASSANDRA-16804.
