Adding a plugin in non-cli project doesn't update the www directory

when I add a new plugin to a platform-only (non cli) project via plugman, it does not update/copy the cordova_plugin.js to the www directory. it only adds it to the platform_www directory.

it works on cli workflows during the prepare phase.
