Increase unit test coverage on cxf-rt-frontend-jaxws jaxws spi package.

Existing unit test coverage for jaxws spi package is low (mostly focussed on W3CEpr in providerImpl). I've written an exploratory patch to help increase coverage to most methods in the package.
