Remove synchronization on Integer in Felix Framework

Hello,

In Java 16 was release JEP 390 which issues warning when trying to synchronize on value-based class such as Integer

I've found and fixed such usage in FrameworkStartLevelImpl.

Can you have a look? Thank you
