Drag and dop not work between datagroup

Steps to reproduce:
1.create two datagroup the first with itemrendered ( like image or other) the second empty
2.try to insert in second datagroup on item with a drag item from first
3.

Actual Results:
not fire dragenter and dragdrop event.

Expected Results:
populate the second datagroup with drag item from first

Workaround (if any):
