SWC folder strucuture is incorrect

Steps to reproduce:
1.Take the sdk4 or sdk3.x
2.extract utilities.swc (for e.g . any swc can be used)
3.observe the path of the *icon.png files (they are at the same location as that of the library.swf)
4.Repeat the above steps with the 4.5 sdk available in build #279576 (which is the latest in perforce which is integrated for FB at the time of filing this bug)

Actual Results:
sdk 4.5 path looks like the complete windows path on the build machine, which is incorrect

Expected Results:
png should be present at the same location as that of the library.swf

Note: because of this issue, when this sdk is used in FB, all the icons in the components panel and the outline view is identical, which is the fall back icon of the custom component
