ResumeCheckpointManuallyITCase fails with checkpoint file merging

      Test: ResumeCheckpointManuallyITCase.testExternalizedIncrementalRocksDBCheckpointsWithLocalRecoveryZookeeper

       

      FileNotFoundException happens when restoring from checkpoint that enabled file merging.

      I'm not sure the file is deleted unpectedly by flink code or CI is unstable.
