update CI max_in_flight limits

max_in_flight limits are set on the main CI pipeline to avoid overloading concourse when a large number of commits are coming through at the same time

these limits were last calculated a few years ago based on avg time each jobs takes, and many jobs now take much longer and should be recalculated
