Make kdiag something services can use directly on startup

I want the ability to start kdiag as a service launches, without doing anything with side-effects other than usual UGI Init (that is: no keytab login), and hook this up so that services can start it. Then add an option for the YARN and HDFS services to do this on launch (Default: off)
