Publish test logs for flaky jobs to nightlies

Now we will upload the surefire output for our flaky test jobs to nightlies to save space on jenkins node. You can see the test_logs.txt to get the actual url of the surefire output, or visit https://nightlies.apache.org/hbase directly to find the artifacts.
