create-release should spotless:apply after making any file changes

Looks like the release notes generator can sometimes leave whitespace in its changes, as is currently the case on branch-2.5. We should be a little more careful about this in the create-release scripts. Anything that performs and commits some change should run spotless:apply over the affected files.
