Refactor query producer consumer model in stress runner

The current producer/consumer model in tests/stress/concurrent_select.py and the relationship of query runners to the global query queue is not very clear.

It could use a lot more improvement by refactoring how that works, and also making the code more readable with more comments and appropriate console and debug logs.
