TOMBSTONED tablet shows up as 'BOOTSTRAPPING' on /tablets page

On e1312, which has been up for a day or so, I see a bunch of tablets in BOOTSTRAPPING state. However, when I grep the logs, I see that they're actually TOMBSTONED. I think it's likely we're missing some update to the state variable.
