Implement a basic CLI tool to change a tablet quorum

Before we have automated quorum change, we should allow for administrators to modify quorums dynamically. That said, this tool doesn't need to be 100% solid since the end goal is for the quorums to be managed via the Master. We'll consider this something to help demo the initial dynamic quorum membership change feature.
