Generated @options caused in an error when using german umlauts in organization name

    Description

      When you try generate javadocs with german umlauts in organization name, you gets an javadoc error.  The problem exists only on windows 11 command line, the same build runs under Debian fine.

      The bug will demonstrated by the attached project and is commented inside the pom.xml (section organization).
