The link to publish project status file moved off

the following old way to publish updated project status file has been moved off
https://cms.apache.org/incubator/publish
Instead, using the Jenkins build to trigger it.
https://builds.apache.org/view/H-L/view/Incubator/job/Incubator%20Site/
The build can be started by clicking the "Build now" link after logging in.

The Wiki page related to release would be updated to reflect this change.
