empty logoLocation can be set for the organisation, but does not show the default logo

My config had:

<organisationInfo>
<name>Brett Porter</name>
<url></url>
<logoLocation></logoLocation>
</organisationInfo>

I don't recall if I configured this myself or if it was set that way in the past. The default checks are for nulls, not empty, so it showed a bad URL and logo
