Windows 11 and Java 17, when running NetBeans with the Windows LAF.

Description

Various NetBeans LAF-related code reverts to an older look if the "os.name" system property does not contain the string "Windows 10". With Java 17, the "os.name" property may now return "Windows 11", leading to odd-looking UI tab components on NetBeans when running on the Windows LAF.

I'll submit a PR to fix this.
