Refactor Shared Methods in Sensitive Property Providers

Multiple Sensitive Property Provider implementations share common code for converting values to and from byte arrays using Base64 encoding, as well as similar concepts for initialization and shutdown. Refactoring these methods to a shared location would streamline the individual implementations.
