BlobReferenceRetriever#collectReferences should allow exceptions

BlobReferenceRetriever#collectReferences currently does not allow implementations to throw an exception. In case anything goes wrong during reference collection, implementations should be able to indicate this through an exception so the DSGC can safely abort.
