Refactor AzureCompact and Compact

AzureCompact in oak-segment-azure follows closely the structure and logic of Compact in oak-segment-tar. Since the only thing which differs is the underlying persistence used (remote in Azure vs. local in TAR files), the common logic should be extracted in a super-class, extended by both.
