When onAlarm event handler completes, the other event handlers are stopped, which is incorrect

This causes removing of routes for onMessage when onAlarm is triggered and completes in a scope like this:
<scope>
<eventHandlers>
<onMessage/>
<onAlarm/>
</eventHandlers>
...
</scope>
