Follow-up on OOZIE-3054: create the lib directory if it doesn't exist

If the folder /user/oozie/sharelib/lib doesn't exist, then disabling the Erasure Coding on that directory is not possible because an exception will be thrown.

Solution is to create the path if it doesn't exist.
