SSH Action should add the mechanism of multiple check

When the network is unstable, the SSH Action check mechanism will be failed, but the job is still running.
This will lead to a series of problems, such as data duplication, etc. Unfortunately, we have had this problem.

So, in our production environment, we have increased the mechanism of multiple check.
