it would be nice to keep action specific configs in action-conf instead of hadoop-conf

Now that oozie.service.HadoopAccessorService.action.configurations has been introduced it would be very nice to segregate the 2 set of configs since they really have very little in common. This is trivial request but it helps keeping things consistent between tarball and packaged types of deployment.
