Add --add-host=host.docker.internal:host-gateway to the phoenixdb test docs

I was running the phoenixdb tests in docker, and was thwarted again because the docker commands do not work on Linux as written.

We need to mention that --add-host=host.docker.internal:host-gateway is needed on Linux
