Exclude well known files that are ok from RAT analysis

Update RAT command line that we use (in sample documentation for creating a release) to let it skip files that are known to be ok, so doesn't show up as a failure.
Or (if possible) create a configuration file and use it with RAT.

For example we have a set of text and csv files that would benefit from that.
