Rampart ignores the MTOM assertion in the bootstrap policy in secure conversation

When <wsoma:OptimizedMimeSerialization xmlns:wsoma="http://schemas.xmlsoap.org/ws/2004/09/policy/optimizedmimeserialization"/> is given in the policy, it doesn't appear in the boot strap policy.
