Allow WS-Security timestamps to be spoofed and BSP checking disabled

When working with ONVIF cameras I first need to read their date/time and then spoof my WS-Security Timestamps to match their date/time. This patch allows a WSTimeSource object to be passed to the WSSConfig WSS4J object.
