    Description

      This issue is an umbrella issue for REEF-836 and REEF-1750.

      The main objective of this issue is supporting the two additional features of resource managers on REEF - Node Labeling (REEF-1750) and Preemption(REEF-836). I think this feature should be supported on both YARN and Mesos.
