Improve removeChild method in group comm TreeTopology

Currently group comm has two types of topologies: FlatTopology and TreeTopology. These topologies should behave differently when they are requested to remove a task. However, the current TreeTopology.removeChild() implementation is the same as the one in FlatTopology, which leads to incorrect results.
