Allow user WatermarkFunction to exclude streams from Watermark computation

Current watermark logic calculates the watermark based on the watermark from all the upstream operators. BEAM has a very special use case that requires excluding certain streams from this calcuation (view streams), and the watermark from these streams should be directly passed down to the WatermarkFunction.
