I am unable to say when exactly does that happen and when not, it happens to us every 100 imports or so (a rough guess).
When this does happen, import is stuck, nothing happens past that error.
I looked around and found a similar issue on stackoverflow:
https://stackoverflow.com/questions/58050161/issue-with-jetty-http2-client
Long story short, there in thread there is a suggestion that this was fixed in Jetty 9.4.22 (solr 8.3 has 9.4.19).
For next release, could jetty be updated to 9.4.22 or later, please?
