bin-test tests broken after package restructuring

    Description

      Most of the tests under bin-test currently fail when trying to start a solr server because I imagine our jars got moved around. Or I'm launching them from the wrong location?

      ERROR: start.jar file not found in /Users/mdrob/code/solr/solr/server

      start.jar only exists in the packaging directories.
