Make PandasOnSparkTestCase inherit ReusedSQLTestCase

PandasOnSparkTestCase has some legacy codes e.g., not stopping in stop tearDownClass. We don't need such logic anymore. That logic was when the codes are in Koalas repo that runs the tests sequentially.
