make EnhancementEngineHelper#createEnhancement(..) method public

This utility method should be public as it is not only internally interesting (for creating TextAnnotation, EntityAnnotation and TopicAnnoations), but should be also used by create

Annotation() type methods (e.g. the fise:SettingAnnotation defined by STANBOL-1121).
