Deferred data stream loading for ontology entries

It can be useful to be able to load the ontology content onto a resource after creating it with a separate call.

For example, PUT a new ontology entry, then POST the content to it from its source file or URL.

This can be one way for clients to choose their preferred public key for an ontology before loading it, regardless of its logical ID.
