create a regression hunter

To help detect regressions inevitably introduced during development due to the large number of supported platforms the Test Harness needs to be enhanced by some sort of a regression hunter, a script that would automatically detect regressions (or any changes) in nightly test results and alert committers to them, e.g., via an email to dev@stdcxx.a.o, or by posting a report on the project web site.
