svn_fs_history_prev () can return duplicates

clkao reports (and proves) that svn_fs_history_prev() will sometime
return a duplicate history of input value, instead of actually getting
the previous one.  This is a logic bug that does *not* appear to lead
to an infinite loop.

I will attach a recipe shell-script which shows the problem.
