Ensure the final values for metrics/events are emitted/stored at APP completion time

    Description

      When an application is finishing, the final values of metrics/events need to be written to the backend as final values from the all AM/RM/NM processes for that app.

      For the flow run table (YARN-3901), we need to know which values are the final ones for metrics so that they can be tagged accordingly.
