config.html should be more clear with regards to "needs restart"

Currently the config page will provide very nice tables explaining what configurations can be made and how well they stick. Unfortunately, there are options which cannot be made dynamically which are labelled "yes, but requires restart". We should provide some sort of clarity that this means a restart of the given service (as opposed to zookeeper or the whole system, etc.)
