Deleted user account settings and when tried to launch the experiment it remains in CREATED. No failing or any error

Steps taken
1. add individual user account settings for a compute resource.
2. Create and save an experiment to use the individual user account
3. Delete the user account setting for the above resource
4. Launch the experiment.
5. Experiment stays in CREATED, no errors, no failures in PGA
6. In airavata log there are errors [1]
7. These should be reflected in PGA OR automatically the job should use community account if the user setting gets deleted prior to job launch.
