[AIRAVATA-2386] Fix issues with email monitoring - ASF JIRA

There are few issues with email monitoring and the task is to collect them and fix.

1.	Out of two emails received for a job only one is read	Open	Unassigned
2.	Job ID is not returned by the cluster when airavata check for job ID	Open	Unassigned
3.	Users resubmit job script in cluster, manually which sends emails for non existing job IDs in airavata	Open	Unassigned
4.	Jobs failing at execution of squeue command due to response of 'Invalid job ID'	Open	Suresh Marru
5.	Adding an email for monitoring is done in airavata gfac server level. This should be done using a UI	Open	Unassigned
6.	OBSERVATION: It appears that after processing emails the email monitoring module mark them as unread if not processed	Open	Unassigned
