BUG: Getting an exception in Manage Users. Users are not displayed

1. As the admin user clicked on Manage Users.
2. Getting the error "IamAdminServicesException(message='Error while retrieving user profile from IAM backend, reason: HTTP 403 Forbidden')"
3. Cannot view the users list.
4. Checked in https://django.staging.seagrid.org but there not getting the error.
