QOS setting at group resource profile compute resource preference

1. In PGA the Quality of Service (QOS) at for a compute resource at gateway level in Gateway management interface.
2. This field is not implemented in Django Group Resource Profile Compute Preference level.
3. Until it is implemented we need to add this at deployment level as a module load command.
