Add ERROR as a possible service state

In cloud-hosted environments, a service can sometimes be in a known error state. Being able to return this information would seem to require an ERROR service state. I suggest that this is added to the list of possible service state here: https://github.com/apache/ambari/blob/trunk/ambari-server/docs/api/v1/service-resources.md
