Ensure that the Server and Client versions match (browser caching issues)

Under some situations, the browser cache isn't cleared and after doing upgrade, you have "older UI working against newer server", which can cause all sorts of problems.

So, show an alert message(Server / Web client version mismatch ) before Ambari web loaded.
