Start all doesn't start all services properly in some cases

Sometimes Start-All action fails and leaves several Hadoop services stopped, even though that they can be started one by one.
This issue may be related to the fact that if one service (for example service #4 out of 9) fails to start then services #5-9 don't start as well.
